The Dunes Community Development District (“DCDD”) requests sealed bids up to 2:00 P.M. on Thursday, August 31, 2017 for the DCDD WWTP Expansion. This work includes the following: construction of a drum screen, odor control system, two (2) 100,000 gallon EQ tanks with the associated mixing and aeration system, three (3) EQ pumps, two (2) EQ blowers, two (2) 0.20 million gallon SBR tanks with the associated mixing, aeration, and decanting system, three (3) 77,400 gallon sludge digesters with the associated mixing and aeration system, three (3) sludge digester blowers, existing sludge drying beds retrofitting, demolition of the existing digesters, a new storage / bathroom building, and a new 500 KW generator. The Project also includes the electrical and instrumentation/control and site-work improvements associated with the plant expansion.
Bids shall be delivered to Dunes Community Development District, with a physical address of 101 Jungle Hut Rd., Palm Coast, FL 32137 for hand delivery, FedEx and UPS delivery, and a mailing address of 5000 Palm Coast Pkwy SE, Palm Coast, FL 32137 for US Postal Service (regular mail) delivery, by the Bid date and time indicated above.
Bids delivered after the date and time indicated above will not be opened or otherwise considered. Please note that facsimile, telegraph, email or bids not enclosed in a sealed envelope will not be opened or considered. Any uncertainty regarding the time a Bid is received will be resolved against the Bidder.
A Mandatory Pre-bid meeting has been scheduled for 2:00 p.m. on Thursday, August 17, 2017 at the Utilities Office of the Dunes Community Development District (“DCDD”), 101 Jungle Hut Rd., Palm Coast, FL 32137.
The contractor shall furnish all labor, material, equipment, tools, supervision, and any other items required for construction of the Dunes Wastewater Treatment Plant Expansion project as specified by the project plans and project manual. All Bidding and Contract documents may be obtained at no cost from the DCDD’s Engineering Consultant, CPH, Inc. and will be provided in PDF format (no hard copies or prints will be issued). Contact CPH via e-mail to Pam Smith at firstname.lastname@example.org to register as a Plan Holder and obtain download instructions for the Bidding and Contract Documents. Registered plan holders must indicate if they are a general contractor, subcontractor, manufacturer or supplier. Only registered plan holders will receive addenda.
All Questions concerning bidding shall be directed in writing via e-mail to email@example.com. Only written responses to Bidder questions issued by addendum are binding. Questions must be submitted via e-mail to firstname.lastname@example.org seven (7) or more calendar days prior to bid opening. Note: all prospective bidders are hereby cautioned not to contact any member of the DCDD staff or officials during the Bid Phase.
At the indicated Bid Due Date and Time, or shortly thereafter, the bids will be publicly opened and read aloud at the offices of the DCDD, 101 Jungle Hut Rd., Palm Coast, Florida 32137.
